Perhaps you have enabled restrictions about that. Check:

Settings>ScreenTime>Content&Privacy Restrictions>Privacy>Ad ...... switch to ALLOW.

When done, restart your iphone, then go to:

Settings>Privacy>Ad limit (last option) and see if you can disable it...
