Blocked Apple ID

I have blocked Apple ID. I can not contact customer support, either by phone or by mail. When updating a payment card, this Apple ID is blocked. How to unlock?

Is the Apple ID itself blocked, or just access to the itunes Store and account?

If your Apple ID is locked or disabled - Apple Support

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support
