Yes, every iOS device has a lifetime limit with regard to creating new free iCloud accounts. The limit does not apply to using existing iCloud accounts with that device, but if your AppleID is not already associated with an iCloud account, and that device has reached its lifetime limit, you cannot create an iCloud account on it any longer.


You will need to find another Apple device (only Apple devices - Mac computer, iOS iPad, iphone or iPod Touch) can create an iCloud account. Once you sign into iCloud with your AppleID on that device to create the iCloud account, you can sign back out. Now go back to your iPhone 6 and sign into iCloud with the same AppleID you just used to create your iCloud account, and you will be all set.
