After recently downloading the new iOS12 software, I have been unable to send and receive iMessages. The iMessage is “waiting for activation” and when I try to login with my Apple ID, it is unable to connect to the server.

iMessage is carrier specific service. You need to have data plan loaded on to your plan. Contact them and ask of internet plan and then activate.
"Waiting for activation........" :- waiting for carrier's server to respond, Apple has no role to play in this waiting.

iMessage and FaceTime uses internet data. If your network is bad the then you may have difficulty is sending iMessage and call on Face Time
It is always better to use Wifi during FaceTime
Once the iMessage is activated then FaceTime will automatically get activated

I have the same issue with Iphone 6s Plus. Imessage will not activate since Sunday, May 5, 2019. I have talked with Apple Support and Verizon several times about the issue. No resolution as of yet.
I had this issue too and just got off the phone from Apple.
To solve my problem I had to Reset the Network Settings.
Settings - General - Reset - Reset Newtwork Settings
The phone will then turn off and reboot. You will have to pair your earbuds again and sign into Wifi with passwords etc. But now it works. In Settings it still says "waiting for activation" but Apple said it should go away after 24 hours and to reopen the case if not.

Ditto. I have an iphone 6s.
Seems Apple is aware of the problem. You will have to wait until Apple announces a resolution.
I am still having the same issue after trying this on Monday. Let me know if it resolves your issue.
I had tried all of the above and nothing worked. This morning, I turned IMessage off and back on like I have done many times this week and it is working now.
