can’t sign in to Apple in order to set my iMessage

What happens when you try? Error message(s)?
Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
I go to settings, click on messages, I have to put ID and Password in ~ click sign in and it takes a few minutes while verifying ~ then error box pops up saying cannot contact iMessage server~
I do have an iPhone if I click messages on it, the message page pops up ~ my iMessage is clicked on ( for messages to be sent between iPhone and iPad) the page seems to be in order ? This all started when I realized my messages were not syncing with my phone.
I did go to general, to reset network, clicked ~ have seen different places saying to maybe wait 24 hours for the correction ? ~ it has not been 24 hours ~ hoping tomorrow it will show corrected :)
