apps not opening
When I touch any app icon the app will not open. Also, I am unable to power off my iphone X to try to reboot. Worked fine earlier. Seems to be working fine otherwise.

Try to turn it off going to Settings>General... last option at the bottom. Then turn it back on and test it.
If you get no improvement, I would try also a "forced" restart of that unit:
Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then press and hold the Side button until you see the Apple logo.
