When trying to use Safari when connected to LTE the load bar goes about 1/4 of the way and stops and wont load anymore. Safari works fine when connected to WIFI and all other apps using cellular data work no problem while on LTE.

Have you checked that cellular data is on specifically for Safari?
Specifically, 1/4 of the way across is usually DNS resolution.
I wonder if your LTE provider's DNS servers are properly resolving addresses.
Cellular data is turned on, and i've reset network settings and cleared safari data and website history. been having this issue for a couple weeks now only with the safari app everything else on the phone seems to work fine on LTE. When i do a hard reset of the phone it seems to fix it for a few minutes than goes back to not loading anything.
Settings/Cellular. Is Safari enabled for cellular data? Do you actually have an LTE connection? Get the speedtest.net app to check. And check with your carrier to see if you have a local outage, or https://downdetector.com/
