Apple ID, iCloud Profile Greyed Out

I got a new phone a couple months ago, an iPhone XR. I did an iCloud backup so I could have everything from my old phone. Even though everything has been restored, my phone still says that an iCloud backup is still going on. My Apple ID profile is greyed out, and I can’t access the iCloud to make any changes. I can’t update to the next iOS until the supposed iCloud backup is done. I’m at a total loss of what to do and how to straighten this out. I included screenshots below.
