plugged my iphone in to my macbook air and it charges then charges

When ever I plug my iPhone XR into my Macbook air to charge it all it does is flash the charging symbol on and off repeatedly.

That is because the USB connector you have connected is not certified by Apple or is faulty. Try other USB ports on Mac
