Updating payment info

My payment method failed as I ordered a new card. I am unable to add another (new) card. The msg. reads: to continue on this device, verify at least one payment method. But it won’t allow me to remove the old card and add a new one. What do I do?

Reach out to iTunes - Official Apple Support. You cannot remove the last existing payment method while there is an outstanding balance due to the store or there are active subscriptions.
