Unable to verify payment method

I changed my Apple ID password. When I try to purchase via iTunes or Apps it asks me to verify my existing payment method (PayPal). I did this and entered the verification code sent by PayPal, but it continues to ask for verification. I tried to delete the payment method so I could set it up anew and hopefully verify it that way, but it won't let me due to existing subscription. I have cancelled the subscription but it still won't let me delete the payment method. currently unable to make any apple purchases and I refuse to give apple my card details. This is the case on all my apple devices.
