Why can’t I download Xcode on iPhone it tells me that Xcode is only available on macOS

No, but you don't need to use iCloud Drive on iOS 11 or later. iOS 11 or later has the Files App, which does everything the iCloud Drive App did and more.


Why do you need the iCloud Drive App? You have the Files App instead. ‎Files App on the App Store - Apple


The Beta will not harm your device or your warranty or Apple Care, but since its a Beta, pre-release software meant for testing purposes only, it is not recommended you install it on a device you rely on every day since it can have errors, bugs and glitches that may only be fixable by installing a fixed version so you may be left with a non functional until Apple releases the fix. Unless you are ready to handle such issues on your own, don't install the Beta.
