Requesting music ok Apple Music
How do I request a song on Apple Music that’s not available currently.

There is a form for requesting music in iTunes:
Feedback - iTunes Store Requests - Apple
As to Apple Music itself, there is a feedback form, so I suppose you could try asking there:
Apple - Apple Music - Feedback
In both cases it's ultimately up to the music owner whether songs are made available.
