Can't enter payment method do unlock app store and itunes

My account disabled in app store and iTunes

I try to enter my payment method and I keep getting same message above pop

Contact iTunes - Official Apple Support and ask for assistance, or try https://appleid.apple.com > Payment and shipping > Edit.
