Blurry pics in camera roll until zoomed

My iPhone XS I bought a little over a month ago. The pictures in my camera roll are blurry until I use my fingers and zoom in- then a higher quality photo appears. The higher quality does not stay though. If I go back into my camera roll, it will be the blurrier version until I zoom in.

This is the 2nd phone that is doing it, apple actually switched it out to a new one 2 weeks ago and this is still having the same problem. The phone was set up “as new”, so it is not anything transferring over from my back up.

There is no features set up that explains this glitch. Apple is telling me they will have to ask their engineers, that it must be a problem with their software. I’ve been to 3 Genius Bar appointments and no one can figure it out.

The “optimize iPhone storage” for iCloud photos is turned off, it always has been. Prior to that, I never backed it up to the iCloud and it was still having this problem!

Nothing fixes it. Not turning it off. Like I said- this phone was set up as “new”. How frustrating that I have a BRAND NEW phone that does not work right and that I am paying monthly for!!

is anyone experiencing this problem with their photos?
