I can't copy mp3 file from MacBook Air to iPad. I do not have Apple Music.

most reliable method is add the music to iTunes library. Its not a drag or copy but use the iTunes function "add to library." Found under FILE.

Once the music files are in the iTunes library then select it or them and make a Playlist and add them to it. Then connect your device and sync the playlist to the device.
