Find my phone app

My son lost his phone at a festival. His WiFi is off. Why does the WiFi need to be on to locate? Why can it not find it through cellular data. "life 360" can. I need to put his phone in lost mode or erase. It's says I can't until his phone is one WiFi. Apple you need to fix this! Its kinda useless.
