Please see Apple’s guide and checklist in Set up your Apple Watch - Apple Support. If you are still unable to get it working please post back with more details of the step which fails, and the text of any failure messages. Otherwise you could Contact Support (link) to arrange a Genius Bar appointment for one-one assistance from Apple’s paid staff
