When I am downloading any applications through App Store it ask for payment verification..why it was happening.... earlier there is no payment verification on downloading any application.

If your payment method stopped being verified for any reason, it will need to be re-verified before being allowed to use the iTunes 7 App Store services.
It generally happens when the payment method is attempted to be charged but is unable.
Verification does not mean you will be charged for the app.
Best if you make sure your payment method is verified. If your payment method is declined in the App Store or iTunes Store - Apple Support
