Try Installing The Update Again
Once the Failed error appears, tap on ‘Close’ and then head over to the Settings app, tap on General and then Software Update. Start the procedure from scratch. This should remove any hiccup in the installation process.
Wait For The Servers to Ease
Every time when Apple releases a new iOS update, many users are trying to download the latest software at the same time. This creates huge traffic congestion on the servers. So if you’re having iOS 12.3 Software Update Failed error, it would be wise to wait for few hours and then try again. Most probably, your issue should be resolved as the traffic on servers will reduce over time.

I just plugged it in this morning and had it updated. Now it is not being recognized and only has support.apple.com/iphone/restore on my iPhone 7!!! HELPPPPPPP!!! Please!
