F3 key no longer opens mission control

Just this morning my f3 key wouldn't open mission control. Other methods work like three finger sweep and control up arrow. f3 would show launchpad instead until I turned that off in the keyboard shortcuts. My keyboards actually have an icon for mission control.

I restarted, I tried Killing the dock with terminal (killall Dock) it seemed to run but didn't help.

My other laptop running 10.13.6 High Sierra properly responds to the f3 key with Mission control.

Os: 10.14.3 Mojave

MacBook Air 13", macOS 10.14

Does it work if you hold the "fn" key with F3? If so, check System Preferences > Keyboard > Keyboard and see if "Use F1, F2, etc.… is checked.
