On Preview highlight is not working. When I go annotate>highlight it underlines the text, same when I do the shortcut, and someone suggested that I try selecting highlight by clicking the highlight button so it turns blue, then clicking the arrow, however that doesn't work cause the highlight button isn't showing up.
Is there any suggestions for something that would work?

It doesn't work on any documents or in safe mode. I've already tried that. I've also tried deleting the folder to reset Preview but that was useless as well. Is there anything else anyone can suggest?

FWIW, try Adobe Acrobat Reader DC.
i am having the same experience. not fun. i hate to contact apple support. because they want my 2012 computer to have the latest and greatest OSX software in stalled. or they will not talk to me about the problem. I learned the hard way with apple. not to trust support.

Thank you for reaching out to Apple Support Communities about this. From what I understand is that you're unable to use Highlight in Preview. Here's a great article for reference when using this feature: Annotate a PDF in Preview on Mac Also, have you tried a different document to see if this works?
I would suggest trying to see if this would work in safe mode and a test user account as well:
Use safe mode to isolate issues with your Mac
How to test an issue in another user account on your Mac
This can help narrow things down with using Preview.
