The Library in the Music app on iPhone shows music from:
- An Apple Music subscription
- Purchases from the iTunes Store
- Music synced from iTunes on a computer
Audio files from other sources may end up in other places (e.g. in Files). You may need to sync such audio through iTunes on a computer. Or use a third party music playback app.
