It pops up every few hours. I keep getting the little red bubble. I keep thinking there’s an update available but it’s just apple wanting me to buy storage I don’t want. I keep clearing the bubble but it keeps coming back. How do I stop it from trying to pop up again and again? I don’t care about the storage and don’t want it. I buy a high storage phone to not use that please stop the harassment.

Internal memory on your phone is totally different than icloud memory.
You didn't turn off backing up to icloud or syncing to icloud because you're still getting that message.
Go to web browser and sign into icloud.com whatever data you see there means you're still syncing to icloud.
See I have done that. I have turned that off over and over and it comes back on by it’s self it’s harassment. Definitely not buy another iPhone ever again. Like why have different space size phones just to make us buy a BS cloud
IF you back up or sync to icloud, then that message is probably telling you to buy more icloud storage.
IF you don't need it then stop syncing or backing up to icloud.
