Stuck my iPhone when it’s incoming call

Today evening I was update my iPhone SE to iOS 12.3. iOS 12.3 download & restart my phone, then install it. But half time go my iPhone shut down by shown empty battery notification. But battery is have. A few minutes later I turn on the phone & install completed. But now my iPhone was stuck when its incoming call. I cannot answer or decline the call, it’s continuously ringing & vibreate. How I fix this? Anybody can help me?
