If it just says its disabled see here: If your Apple ID is locked or disabled - Apple Support
If it says its disabled for iTunes & App Stores specifically: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

Contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option. You may need to pick a problem that is slightly different than yours to get a chat option.
If resetting the password for it did not work, or the message specifically states the Apple ID is disabled in App Store & iTunes, then you will need to contact iTunes Support as described in the links above.
thanks for your notice. but i have problem yet about installing apps, however i did reset my apple ID but i can’t install any app yet and i receive that message again.
