I don't want to delete the songs from my hard drive, I just want to delete the playlist. The above iTunes version gives the choice of Remove Download or Delete from Library. I'm not sure either is what I want. I want to keep all my music, included downloaded music. Ideas?

Do you have Apple Music or iTunes Match? Remove download removes the local copies of downloaded files from the computer leaving cloud references for streaming or downloading in future. Delete from library does exactly that, although in the case of a playlist it deletes the list only, and the not the items referenced by it. Delete from Library should be the right choice when you've right-clicked the name of the playlist in the sidebar.
