I have tried every technique available online but I can’t shut off the shutter sound on my camera. Why is it so ?

The shutter sound is required in many countries and can't be disabled.

Because it's not a "feature" that can be disabled on iOS devices in specific regions. The laws are with the countries of use, Apple is liable for compliance.
