Why am I charge for a music purchase if I have a subscription.

There are two music libraries. The original one is the iTunes Library; the newer one is the Apple Music Library. This latter is accessible to you while you pay the subscription. However if you purchase songs from the original iTunes Library then you will be charged for the song. It will be yours to keep for life, where the Apple Music songs will cease to be available if you stop paying the subscription.
