I Found a MAcBook and would like to return it

This MacBook was in a case lying in the street near Kaiser Hospital in Baldwin Park. We plugged it in and it wasn't password protected so we were able to connect it to our wifi because it appeared FaceBook was signed in and we wanted to post that we found their laptop on their page. Unfortunately, it rebooted and then the screen indicated the 'This Mac has been locked with Find My Mac' then there was a message that seemed to be cut off "Please Return......

Last night at 1AM an alarm went off and now the screen is black.

The police have been evasive about helping and the Apple store said they can't help us. What is the point of 'Find my Mac'? How can we 'Return this Mac'?

I hope so. I would love to give this back to the owner. Kind of concerns me that if I lose my MacBook and it's this hard to return it to someone....what is the point of 'Find my Mac'. The police said it would just sit on a shelf if I left it with them....they weren't motivated to take it....as if I was burdening them. They said we would have a better chance working with Apple to find the owner. So far this is is a joke.
