importing icloud notes to icloud drive
I want to import my notes from icloud onto icloud drive so I can see my notes on my iphone

If your notes are in the Notes app on iCloud, if you turn on Settings > [username] > iCloud > Notes on your phone (with the same Apple ID for iCloud), they should automatically sync to the Notes app on the phone. They would not be in iCloud Drive as that is a separate iCloud service that is not related to Notes.
