I purchased a new MagSafe adapter for my mid 2012 MacBook Pro 13 inch and upon charging, the led shows green then blinks amber, if I log on it charges as normal with the amber light,Why does it not charge while log off, do the MagSafe adapters have to be conditioned?

MagSafe adapter 60w only charges while magbook pro is logged on
