photo stream folder does not exist

Iphone XS Max on IOS 12.3.

I don't have a photo stream folder. My other devices have them and sync correctly. I've tried turning it off and back on. I've tried turning off iCloud and turning it back on. Nothing seems to get the folder back. Any help would be greatly appreciated.
