It is possible to order a Mac mini with a 10Gbps Ethernet port fitted but only before you order it. You cannot change it afterwards.
See https://support.apple.com/en-gb/HT208405
What is also possible is to get a Thunderbolt3 to 10Gbps Ethernet adapter.
See https://www.sonnettech.com/product/solo-10g-tb3.html
and https://www.sonnettech.com/product/solo10g-sfp-tb3.html
as examples.
Note: I would find it unlikely you have a 10Gbps Internet link. Presumably you want 10Gbps Ethernet for your LAN connection.

You will need a Thunderbolt2->10Gbe adaptor with the appropriate
interface (copper/optical). They aren't cheap. You can Google around
for other options.
One option I found (copper based) is:

mind you if your network is 10GB but your isp is not then having a 10GB nic in your computer will not speed things up apart from when you download from other devices on your own network
