i cant download apps
why can i not download or update any apps that are free? it keeps asking me for billing information but i have no none option

The App Store does not allow you to download even free items (or update) if there are any problems with your account.
I would go ahead and sign out of iTunes and the App store and sign back in. If that doesn't resolve your issue you can either buy an iTunes Gift Card and apply it to the account, or contact Apple's iTunes billing department and they can for sure let you know what is going on.
