i cant download apps

why can i not download or update any apps that are free? it keeps asking me for billing information but i have no none option

You likely have an unresolved balance on your iTunes account.

View your App Store purchase history to confirm this:

See your purchase history in the App Store or iTunes Store - Apple Support

The App Store does not allow you to download even free items (or update) if there are any problems with your account.

I would go ahead and sign out of iTunes and the App store and sign back in. If that doesn't resolve your issue you can either buy an iTunes Gift Card and apply it to the account, or contact Apple's iTunes billing department and they can for sure let you know what is going on.

i haven’t purchased anything and i will not even let me look because i have to billing information set, but i do not understand why i cannot download FREE items
