Full Header on Reply and Reply All

In Apple Mail, if you forward a message you see the full header (subject, To:, CC:, etc.), however if you reply you see only the "On Jul 27, 2012, at 6:27 AM, xyz <xyz@apple.com> wrote:" one liner in the message. How can I have Mail include the full header for reply or reply all? I am using Mac OS High Sierra 10.13.6

You can customize the tool bar Mail>View>Customize Tool bar you can drag and drop in each direction to include what you want easy access. Check as many header options as you want here.

A side by side comparison pic would be most helpful — to sort what is what since I do not seem to have this issue

Above I am not sure what I am comparing it to as written.

(ex. This is what I have)

(ex this is what I want)

From Mail>Preferences>Composing see if there is something there
