How i remove the apple id cents?
How can i spend the 0.01$ cents from my app id to make me change the app store?

If you are now in a new country contact iTunes Support there and ask them to remove the balance from the account : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
