To use Apple Cash you must be at least 18 and in the USA. Here are a few links that will help - Transfer money from Apple Cash to your debit card or bank account - Apple Support

If your Apple Cash account is restricted or locked - Apple Support

Set up Apple Cash to send and receive money in Messages - Apple Support
