You'll want to try another browser, such as Dolphin
You may have to use a computer for the sites as well.

My iPad is a 10.3 version. I can't use in government sites. States needs to be updated! Thank you for your time.
I concur with Lyssa, try another third party iOS Web Browser compatible with iOS, like iCab Mobile Web Browser or Aloha Web Browser.
