No. As I understand the "Get Info" selection is not present in the Finder's File menu, and it's not even "greyed out".
That's just not right. Reinstalling macOS is justified: How to reinstall macOS from macOS Recovery - Apple Support. It should have appeared in a right-click contextual menu anyway.
⌘ i and ⌥ ⌘ i are identical except when applied to a selection of items:
That still doesn't explain why there is no Get Info menu item in File. There certainly ought to be.

I don't know why that isn't working, but you can simply select the file, then File > Get Info... > Open with > select, then Change All... and confirm.

Actually I have solved the issue of making Excel my default by managing to find a spreadsheet that was no Excel (.csv)....in that case I did find Get Info and everything worked as described.
Alt key has also been called Option key.
Can you do this: click with two fingers on an "excel" file, choose "open with", select excel. It opens with excel.
After try to evoke GetInfo in Finder.
Good work.
Next time, try selecting the file, then command - I to get a Get Info.
I don't have the issue in this thread, but to get GetInfo in Finder CMD+I does not give GetInfo and Open with, but here CMD+Alt+i gives the desired result. (I don't understand why).

What OS are you on Lex?
Installed or changed any KB Shortcuts?
Mojave, HighSierra, Windows 10.
No serious changes.

Hmmm, 10.13.6 here & both CMD+i & CMD+Alt+i gives the desired result.
Thanks Eric. I would have tried this, but don't have Alt
