Iphone XS Max facetime not working

my facetime wasn’t working and continued failing while trying to call, i looked up on google some steps to follow and restarted my phone a few times. i went on apple’s website to search up my problem i turned off my facetime and restarted my phone by holding the off and volume button. turned it back on and now it says waiting for activation, went on settings tapped on facetime to see if i was able to sign in with my icloud ID, but seems that option wasn’t even there.
