No service abroad

My iphone will not work for voice calls abroad unless I have mobile daray roaming turned on. It is ok with SMS tho ... anyone know a fix ?

For an iPhone to receive service when outside of its normal working area, especially outside of the country, Roaming has to be turned on for the device to connect to an approved network.
