Phone working fine with siri, touch screen but WONT open apps or turn off

I am having major issues with my phone and cannot open any apps. I have shut down all apps, asked siri and she cant, attempted to turn of phone with the 3 button method and normal method and it wont shut down even though all buttons are working perfectly fine. Please help! Cannot update or back up as I cannot open settings. Still getting notifications but cant seem to get calls anymore
