my facetime and iMessage was acting up so I went to settings to turn off and on the button. Then I turned off and on my phone. Since then my iMessages and FaceTime wouldn’t work. It would say for both of them “Waiting for activation..”

The were both also down for a about 4 hours yesterday morning.
Try going to each and logging out (don't just turn them off). Settings/FaceTime: Tap on your Apple ID, then log out. Settings/iMessage: Tap on Send & Receive, then your Apple ID, then log out. Then log in to both again.

I found out how to fix this was to go to Reset All Settings.

I did and nothing worked
If you turn off FaceTime or iMessage when you turn them back on they can take up to 24 hours to reactivate.
For me it’s been more then 24 hours
That's a rather drastic solution. Reset Network Settings probably would have worked also.
