I got this problem every day with free installed applications.
What is already done:
password changed.
full reset.
please investigate this problem, i’m already tired because of this.

Yeap. Both enabled.
Have you checked: Settings>your name>Itunes&AppStore>Automatic downloads>App.. is that enabled (green)?
Have you enabled touch ID for iTunes&App store (Settings>Touch ID & Code>... Is "Use your Touch ID for... Itunes&App Store enabled?

That's weird.
When you say you changed your password, are you talking about your Apple ID password?
Should be this case, I would contact Apple Support and explain your problem, using this link:
