When I use Apple Watch app on iPhone to change the photos on my watch face, sometimes the changes occur right away.
Other times -- like now -- it's been 24 hours and changes have not occurred.
How to change images on Apple Watch face quickly?

The photo in Photo face should change
(a) automatically every time you lift your wrist to reactivate the display. This seems to select one at random.
(b) if you tap on the screen while the Photo face is displayed. This seems to step through the selection in sequence.
Press the crown and side button in untill the Apple logo appears. Also Check your Watch is updated to 5.2.1and your iphone is running ios 12.3. Unpair your Watch and repair it. However this will not change the random photos showing. Only why to do is just have one photo on your Watch. So it won’t change.
The User Guide is not specific about the sequence, but I am certain the arm-raise selection is random. The tap to cycle through the synchros album still appears to be fixed sequence in my tests so far.

Oh, my watch does that regularly.
It's when I make a change in the custom photo image that it behaves erratically as in my post.
Of course, as soon as I posted, this the new image appeared on my watch face.
I'd still like to know how this could be less erratic.
Random is random. It might surprise you to know that a random selection of 10 entries from a pool of 100 is more likely than not to produce at least one duplicate.
Rebooting will not change the statistical probability of seeing the same randomly selected image several times.
How do I reboot my watch?
Strange, I've never noted randomness in photos on the face.
Lifting or tapping always appears to me to be stepping sequentially through the 10 photos.
