Wi-Fi and Bluetooth can be completely turned off only through the Settings app. In the Control Center, however, you can only disconnect from a network or a paired device. Of course, you can turn on Wi-Fi and Bluetooth in the Control Center, but you cannot completely turn them off. For Personal Hotspot, you need Cellular Data to be able to create a hotspot in the first place, and then you need Wi-Fi, Bluetooth or a Lightning cable in order for other devices to connect to your hotspot.
