Why is ITunes Charging me over 30 dollars for my bill

I went to get gas because I thought I still had 40 dollars in my account and my card declines because iTunes took 30+ dollars as a bill out of my card that’s linked with it. My bill should be individual account and that’s it idk why I’m getting charged so much every month
