Does closing and reopening System Preferences solve the problem?

Does restarting (rebooting) the system solve the problem?

Does updating to 10.14.5 solve the problem?

If that doesn't work then use Finder and Go to Library > Caches and trash the com.apple.preferencepanes.* files, and empty the trash can. Worry not, these files will be recreated. Solved?

Closing/Reopening Sys Pref didn't work. Reboot didn't work.

Got a phone session with Apple support and we discovered there was a "Windows Updater for Macs" on my machine (last row next to Flash Player icon in System Preferences). Don't know how it got there. My Mac isn't partitioned. But, the Mac's System Preference "Software Update" (middle icon 3rd row) did show an update ready to be installed; as did the Windows updater for Macs (last row next to Flash Player icon).

Apple Support suspected that allowing the MAC System Preference updater to run, would fix both the preference pane updater problem and the 'red-circled number 1' that was superscript on both of the updater icons.

He was correct!

However, the Windows software updater for Mac is still there on that last row. Apple Support didn't remove it. The 'preference pane' warning is no more and Mojave is v. 10.14.5. I'm satisfied!

Hope this helps.
