Is there a way I can turn iMessage off just for two contacts?

My daughter and sister both have iPhones with texting only, no data. They can use data on wifi which activates iMessage but when they are not at home they can only receive text messages. Is there a way I can turn iMessage off just for these two contacts? I do not want to have to manually resend each message as text.
